Forgotten government-held funds, returned to the people who own them.
Counterfoil Capital locates surplus and unclaimed property held by state and federal agencies, then assembles and files the affidavits, heirship documents, and agency confirmations required to bring it back. We work on a 30% contingency fee — nothing up-front — and report to the claimant, not the agency.

Categories the free databases surface — and the paperwork we finish.

A single accountable contact from intake to settlement.
We keep the procedure between you and one case lead — not a chain of referrals. Each step below is done inside the same engagement, on the same signed terms, with no additional fees.
Ask a question before signing- 01Intake and scopingWe collect what you know — name, prior address, the institution or agency involved, and the approximate timeframe — and review the free public databases (MissingMoney.com, unclaimed.org, state portals) for matching records.
- 02Verification and chain-of-titleWe match the record to the rightful owner, verify identity and relationship, and assemble the affidavits, heirship documents, and prior-address proofs each agency requires.
- 03Filing and agency follow-upWe submit the claim package, register as a Professional Finder where the state mandates it (Ohio, New Jersey, and others), and respond to agency correspondence until the claim is approved.
- 04SettlementFunds are paid to you by the holding agency or court, and our 30% contingency fee is deducted from the recovered amount per the written engagement letter.
What the signed engagement letter actually says.
State regulators have increasingly directed attention at aggressive outreach in this category. Counterfoil's practice is built around written terms, transparent intake, and compliance-forward defaults. The following items are stated up front on every engagement.
30% contingency
A flat 30% of amounts successfully recovered. No recovery, no fee. We do not charge up-front retainers or hourly fees.
Written engagement terms
Every engagement starts with a signed letter that names the fee, the claimant rights, and the cancellation terms. No verbal engagements.
Professional Finder registration
Where a state requires it — Ohio, New Jersey, and others — we register as a Professional Finder before contacting any claimant in that jurisdiction.
Statutory fee caps respected
In jurisdictions with fee caps (for example, North Carolina’s $1,000 ceiling on certain claims) we work inside the cap or refer the matter.
Single accountable contact
One point of contact for the entire filing — intake, affidavits, agency correspondence, and settlement — instead of a chain of referrals.
No aggressive outreach
We accept incoming inquiries and respond to agency referrals; we do not run cold outreach to individuals who have not contacted us first.
The questions claimants and counsel ask first.
If something is missing here, send it along — we will either answer it on intake or post a fuller note back here.
Send what you know. The first review is free.
Include a name, a state or agency, a copy of any letter you've already received, or a printout from MissingMoney.com or your state's unclaimed property portal. We respond with a one-page assessment and a draft engagement letter within two business days.
Counterfoil Capital operates as a contingency-fee asset-recovery firm. Where a state requires registration of a Professional Finder (Ohio, New Jersey, and others), Counterfoil registers before contacting any claimant in that jurisdiction. Where a state imposes a fee cap (for example, North Carolina's $1,000 ceiling on certain claims), Counterfoil works inside the statutory cap or refers the matter. Counterfoil does not use cold outreach to individuals who have not initiated contact.
Identifying information you supply for an intake is used to assess the matter and is retained per the engagement letter's records clause. Public-record searches (state unclaimed-property portals, county court records, federal registries) are performed on the names and addresses you supply. Engagement letters, fee terms, and contact records are provided on request to the claimant or to a state regulator examining a complaint.
